Starting in 2021, Lu'an has implemented the "multi-measurement integration" reform of engineering construction projects throughout the city. For the surveying work involved in the project, "one-time commission, unified surveying and mapping, and results sharing" have been implemented.

It is understood that the surveying and mapping services involved in the administrative examination and approval process of all government and social investment in new, rebuilt, and expanded housing construction and municipal infrastructure projects in the city are included in the "multi-measurement integration" reform (excluding special engineering and major engineering projects in the fields of transportation, water conservancy, energy, etc.), such as real estate development projects, resettlement community projects, etc. In order to comprehensively promote the "multi-test integration" reform work, Lu'an established a leading group for the reform of the approval system for engineering construction projects, and held regular and irregular promotion coordination meetings. Lu'an has established and improved the "multi-measurement integration" related supporting operating mechanism, formulated strict and standardized technical standards, established the "multiple-measurement integration" surveying and mapping agency directory and implemented a dynamic update mechanism. It relies on the "Internet +" to build a service platform, strengthen quality supervision and other measures, accelerate the reform work to be deep and practical.

In accordance with the working ideas of "unified access conditions, unified open market, unified window services, unified technical standards, unified information sharing, and unified supervision by law", in the phases of land use, planning, construction, completion acceptance and real estate registration of construction projects, Lu'an has achieved the goal of only measuring the same subject matter once, the same surveying and mapping project being undertaken by one surveying and mapping organization, and the same surveying and mapping result being submitted only once. The whole process realizes the sharing and mutual recognition of surveying and mapping results, avoids duplication, and then breaks the monopoly of the industry, reduces time for engineering construction surveying and mapping, improves the level of surveying and mapping services, enhances the sense of of the masses and enterprises of gaining from the reform, and stimulates corporate investment enthusiasm and economic and social development vitality.
