This enabled the projects to start construction immediately upon land acquisition, significantly improving project implementation efficiency.

Cloud-based empowerment. Through the “Cloud Service Window” platform, our city has helped enterprises shift from “multiple trips and repeated submissions” to “zero trips and one-stop online processing.” By intervening early in cadastral surveys, pre-reviewing registration materials in advance, and opening data channels ahead of time, procedures that once required 30 working days under sequential processing have been compressed to completion within one working day.

Full-process assistance. The city has assigned dedicated “Cloud Assistance” specialists who provide one-on-one, end-to-end online guidance through video connections and screen sharing. A 24/7 intelligent Q&A service ensures instant responses to frequently asked questions. Service teams proactively engage with enterprises, clearly explaining procedures, accurately organizing required documentation, and tailoring approval roadmaps under a “one enterprise, one policy” approach.

Institutional innovation. The city has fully implemented electronic certificates, upgrading real estate ownership certificates from paper credentials to shareable and callable digital assets. By intervening at the land transfer announcement stage, initiating cadastral surveys, and sharing parcel information in advance, the city builds a time advantage for approvals. Enterprises need only submit materials once to enable simultaneous acceptance across departments, parallel review, and time-limited completion.
